Abstract
To develop participatory public policy needs an underlying conceptualization that is broad and flexible. To create a space for developing meaningful participation in public policy should not treat public policy in a formal, rigid, and state-centric way. This article would like to propose a reconceptualization for developing participatory public policy in 3 important aspects: a new definition of public policy, citizen engagement in public policy, and sustainable and inclusive policy development.
