The Responsibility to Protect (R2P) in Theory and Practice

Abstract
This academic article aims to analyzing the responsibility to protect (R2P) doctrine, by offering a perspective of the legal grounds in theory and the effectiveness of the practice of this doctrine. In the first part of this article, the R2P in theory, states the emergence and evolution of the doctrine is examined and also background briefing, through the analysis of reports and documents. According to the perspective, the R2P was intended to be an obligation for states, as members of international community. However, this perspective was in opposition with practice in reality. The second part of this article is focused on cases of the R2P in practice by examines the ethical and legal implications of the R2P through case studies; Libya, Syria, Myanmar and the crisis between Russia and Ukraine. The third part of this article underlines an analysis of the R2P drawback in practice, by examine the weaknesses of the doctrine as a whole by criticizing its application. The aim of this section is to determine whether or not the R2P doctrine can contribute to the consolidation of the R2P principle in practice concludes the legitimacy and effectiveness in defense of human rights.
