“Health in All Policies (HiAP)” and Its Actualization through the National Health Act, B.E.2550

Abstract
“Health in All Policies” (HiAP) has been considered as a key concept and principle for healthy public policy development around the world. This article aims to study how the concept of HiAP has been actualized in Thailand and upon what policy mechanisms the actualization of the concept has rested.
The study employed qualitative research methods, namely document research and in-depth interviews with 44 key stakeholders. Data has been collected between May and July 2022. Thematic analysis was used to guide the data analysis.
The finding suggests that the concept of HiAP has emerged through the promulgation of the National Health Act, B.E. 2550 and driven by three key mechanisms: (1) redefining health mechanism mainly expressed through the expansion of the definition of health in the Rights and Duties in Respect of Health of the Act and the 2nd Charter on the National Health System; (2) public engagement mechanism significantly manifested through the National Health Assembly and health impact assessment (HIA); and (3) cross-sectoral collaboration mechanism prominently appeared in the National Health Board that connects representatives from different sectors in society, both within and outside the health sector, and helps increase the legitimacy and social relevance of the decision-making. Challenges appear in the driving of the concept such as the process and form of the communication on the re-definition of health, the more meaningful public engagement, and the synergy between policy coordination and impact.
