การประยุกต่ใช้คุณธรรมตามปรัชญาของเศรษฐกิจพอเพียงของ องค์การบริหารส่วนตำบล จ.เชียงใหม่ ที่ส่งผลต่อการพัฒนา เศรษฐกิจและสังคมระดับตำบล

Abstract

งานวิจัยนี้เป็นการศึกษาถึงการประยุกต๊ใช้คณธรรมตามปรัชญาของเศรษฐกิจพอเพียง'ขององค์การบริหารส่วนตำบล (อบต.) จังหวัดเชียงใหม่ ที่ส่งผลต่อการพัฒนาเศรษฐกิจและสังคมระดับตำบ ข้อมูลที่ใช้ในการศึกษาคือ ข้อปฐมภูมิจากการเก็บตัวอย่าง อปท.ในจังหวัดเชียงใหม่ จำนวน 30 กรณีศึกษา ตามแบบจำลองตามลำดับ (ordered probity model) ของการนำเอาคุณธรรม ตามปรัชญาของเศรษฐกิจพอเพียงไปประยุกต์ใช้ในการบริหารจัดการองค์กรทั้ง 3 ฝ่าย ได้แก่ ฝ่ายผู้บริหาร ฝ่ายเจ้าหน้าที่ และฝ่ายสภา อบต. กับการส่งผลต่อการพัฒนาเศรษฐกิจและสังคมของตำบลนั้นๆ โดยผลลัพธ์ที่ได้จะแสดงถึงระดับของความอยู่เย็นเป็นสุขร่วมกันในสังคมท้องถิ่น ผลการวิจัยพบว่าประเภทของคุณธรรมตามปรัชญาของเศรษฐกิจพอเพียงมีความเหมาะสมลำหรับการนำไปประยุกต์ใช้กับการบริหารจัดการของ อบต. อันเป็นเงื่อนไขที่จำเป็นของการบริหารองค์กร อบต. ซึ่งเป็นการบริหารด้านการเมืองที่ด้องเน้นความโปร่งใส คือ คุณธรรมความซื่อสัตย์สุจริต ลำหรับคุณธรรมด้านความอดทนและขยันหมั่นเพียรของ อบต. นั้น การวิจัยพบว่า อบต. มีการ'นำ1โปประยุกต์ใช้ในระดับมากที่สุดอย่างมีนัยสำคัญที่ 99% ส่วนคุณธรรมความเอื้อเฟิ้อเผื่อแผ่นั้น มีการนำไปประยุกต็ใช้รองลงมาอย่างมีนัยสำคัญที่ 95% ส่งผลต่อการยกระดับการพัฒนา ที่สูงขึ้นถึง ร้อยละ 10.73 ของการพัฒนาทางเศรษฐกิจและสังคมของระดับตำบล

The Application of Morality Based on Sufficiency Economy of Chiang Mai Sub District Administrative Organizations Affecting The Local Socio-Economic Development

This research aimed to study the application morality based on sufficiency economy philosophy to propel the performance of Chiang Mai Sub-District administrative organizations affecting the local socio-economic development as well as the participation between of Chiang Mai Sub-District administrative organizations and communities. Primary data was obtained by collecting data from 30 samples of Chiang Mai Sub-District administrative organizations based on ordered probit model that the application of morality in sufficiency economy philosophy to propel the performance of Chiang Mai Sub-District administrative organizations in 3 groups; administrators, officers and council of Chiang Mai Sub-District administrative organizations are affecting the Sub-District socio-economic development. The study was that integrity is a necessary condition of local administrative organizations. Patience and Diligence were applied the most in local administrative organizations at the level of significance of 99 percentages. For generosity was applied at the level of significance of 95 percentages respectively. This affected the level of local socio-economic development significantly with 10.73 percentage of increase.
