Abstract

This research was a survey research study with the objectives of studying the conditions of instructional management for promoting civic engagement and of exploring the problems and obstacles in instructional management for promoting civic engagement of secondary school social studies teachers in Bangkok, which is part of research and development of instructional approaches that enhance civic engagement among upper secondary school students. The target group consisted of secondary-level social studies teachers under the Office of Secondary Educational Service Area in Bangkok. The sample included 300 teachers selected through accidental sampling. Research instruments comprised a questionnaire on instructional management for promoting civic engagement (reliability = 0.95) and a semi-structured interview for social studies teachers. Data was analyzed using arithmetic means and standard deviations, with interpretation across six rating levels, along with content analysis.

The research findings revealed that the overall instructional management to promote civic engagement among social studies teachers in Bangkok was at a high level ( equation= 4.76, S.D.= 0.86). This is consistent with the interview results, which indicated that the teachers recognized the importance of promoting students’ civic engagement. To promote both civic attitudes and behaviors, the social studies teachers organized learning activities connected to real-life situations and emphasized hands-on learning. However, challenges were identified, including limited instructional time, insufficient resources, and students’ lack of learning motivation.
