ความรับผิดชอบต่อสังคมขององค์กรธุรกิจกับการพัฒนาที่ยั่งยืน: กรณีศึกษาความรับผิดชอบต่อสังคม 6 บริษัท

บทคัดย่อ

          การศึกษาเรื่องความรับผิดชอบต่อสังคมขององค์กรธุรกิจ (Corporate Social Responsibility: CSR) กับการพัฒนาที่ยั่งยืน (Sustainable Development: SD) กรณีศึกษาความรับผิดชอบต่อสังคม 6 บริษัท มีวัตถุประสงค์เพื่อ 1) ศึกษาเปรียบเทียบสาเหตุ ความจำเป็น เป้าหมาย การดำเนินการในความรับผิดชอบต่อสังคมขององค์กรธุรกิจที่เป็นไปตามแนวคิด ทฤษฎีในด้านความรับผิดชอบต่อสังคมและการพัฒนาที่ยั่งยืน 2) สังเคราะห์ความคิดเห็นและเหตุผลโครงการความรับผิดชอบต่อสังคมขององค์กรธุรกิจตามแนวคิด ทฤษฎีด้านความรับผิดชอบต่อสังคมกับการพัฒนาที่ยั่งยืน และแนวคิดทฤษฎีผู้มีส่วนได้เสีย ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ บริษัทจำกัด (มหาชน) ที่เป็นบริษัทขนาดใหญ่ มีการจดทะเบียนบริษัท (มหาชน) ในประเทศไทย และมีการดำเนินงานด้านความรับผิดชอบต่อสังคมตามข้อกำหนดของคณะกรรมการกำกับหลักทรัพย์และตลาดหลักทรัพย์ (ก.ล.ต.) แห่งประเทศไทย ทั้งนี้บริษัทจดทะเบียน (มหาชน) ในตลาดหลักทรัพย์แห่งประเทศไทยมีจำนวนทั้งหมด 6 แห่ง โดยเลือกศึกษาโครงการด้านสังคมที่โดดเด่นและมีลักษณะความยั่งยืนของโครงการ รวมทั้งเป็นโครงการที่ดำเนินการมามากกว่า 10 ปีขึ้นไป ทั้งนี้จะเลือกนำมาศึกษาเพื่อประเมินความยั่งยืน โครงการบริษัทละ 1 โครงการ เครื่องมือที่ใช้ในการศึกษา คือ ใช้แบบสัมภาษณ์โดยทำการสัมภาษณ์เชิงลึกและการสังเกตกับกลุ่มบริษัท ซึ่งใช้เป็นหน่วยในการวิเคราะห์ และการสัมภาษณ์เชิงลึกกับกลุ่มผู้มีส่วนได้เสียซึ่งเป็นบุคคลภายนอกบริษัท


          ผลการศึกษาพบว่า ผู้บริหารบริษัท/ผู้แทนบริษัท นักวิชาการ และผู้บริหารองค์กรมีความคิดเห็นสอดคล้องกันในด้านความจำเป็น เป้าหมาย การดำเนินการต่อประเด็นหลัก 4 ข้อ คือ 1) CSR มีความจำเป็นและสำคัญมาก และเป็นสิ่งที่หลีกเลี่ยงไม่ได้ 2) มองว่าองค์กรธุรกิจต้องได้รับการยอมรับจากสังคม (พึ่งพาอาศัย/เกื้อกูลกันและกัน/องค์กรมีรายได้-ชุมชนมีรายได้) ทำให้ได้ใบอนุญาตจากสังคม 3) ความรับผิดชอบต่อสังคมทำให้องค์กร/ชุมชนมีความยั่งยืน 4) ผู้บริหารมีความสำคัญมากในการสร้างวัฒนธรรมองค์กร/นโยบายองค์กรด้านความรับผิดชอบต่อสังคมและการพัฒนาที่ยั่งยืน ส่วนความคิดเห็นในประเด็นด้านความรับผิดชอบต่อสังคมและการพัฒนาที่ยั่งยืนต่อผู้มีส่วนได้เสียในโครงการความรับผิดชอบต่อสังคมที่บริษัทดำเนินการอยู่อย่างต่อเนื่อง 6 บริษัท พบว่า มี 10 รายการที่ผู้บริหาร/ตัวแทนบริษัท และผู้มีส่วนได้เสีย มีความคิดเห็นที่สอดคล้องกัน ดังนี้ 1) โครงการที่ทำอยู่นำไปสู่ความยั่งยืนได้ 2) สร้างประโยชน์ให้กับชุมชน 3) มีการพัฒนาอย่างต่อเนื่อง มีความสม่ำเสมอในการดำเนินโครงการ 4) ตระหนักถึงความสำคัญของสังคม 5) ตระหนักถึงความสำคัญของเศรษฐกิจ 6) เน้นการมีส่วนร่วมของคนในชุมชน 7) สร้างรายได้ สร้างอาชีพให้คนในชุมชน 8) สร้างความเข้มแข็งให้ชุมชนยืนได้ด้วยตนเอง 9) เริ่มต้นจากแนวคิดผู้บริหาร 10) พึ่งพาอาศัย เกื้อกูลซึ่งกันและกันระหว่างบริษัทและชุมชน


          ในการแสดงความรับผิดชอบต่อสังคมของบริษัทนั้น นอกจากบริษัทจะต้องไม่ขาดทุน ซึ่งเป็นการสร้างภาระให้แก่สังคมแล้ว ยังต้องสร้างผลกำไรเพื่อตอบแทนผู้ถือหุ้น ต้องดำเนินธุรกิจอย่างยั่งยืนและดูแลผลประโยชน์ของผู้มีส่วนได้เสียด้วย ซึ่งตามนัยนี้ บริษัทจะต้องไม่เป็นภาระของสังคมและไม่สร้างความเสียหายให้แก่ผู้มีส่วนได้เสีย รวมทั้งระบบเศรษฐกิจ สังคม และสิ่งแวดล้อม รวมทั้งต้องทำให้สังคมเจริญก้าวหน้าด้วย ความรับผิดชอบต่อสังคมเพื่อการพัฒนาที่ยั่งยืนของบริษัท บริษัทต้องทำหน้าที่เป็นจุดศูนย์กลาง (HUB) เชื่อมโยงคนจากทุกภาคส่วน ทั้งภาคธุรกิจ ภาครัฐ ภาคประชาสังคม มาร่วมทำกิจกรรมที่เป็นประโยชน์ต่อสังคม เศรษฐกิจ สิ่งแวดล้อม ภายใต้นวัตกรรมสังคมรูปแบบใหม่ เพื่อนำไปสู่การพัฒนาที่ยั่งยืนตามหลักธรรมาภิบาล (Sustainable CSR Model)


 


          The study of “Corporate Social Responsibility (CSR) and Sustainable Development (SD): Case Study of 6 Companies” is aims to 1) Comparative study of the causes, targets, implementation in the social responsibility of the business enterprise based on the concepts and theories of corporate social responsibility and sustainable development. 2) Synthesize opinions and reasons for the projects of social responsibility of business organizations based on the concepts and theories of corporate social responsibility and sustainable development, and stakeholders theoretical concept. Population use in this study are the big company limited (Public) which registered the public company (PLC) in Thailand and implementation of social responsibility in accordance with the Securities and Exchange Commission (SEC) of Thailand. The listed company (PLC) on the Stock Exchange of Thailand with a total of six companies which were selected as of the prominent project on social and show feasibilities of project sustainable together with the project that implementation continually for over than 10 years. One project of company will be selected to evaluation of project sustainability. Tools used in this research studies comprises of the interview form to gathered data using in-depth interviews and observations with the Group that is used as a unit of analysis. And using In-depth interviews with stakeholders, whose are the third party outside company. 


          The result of study showed that executive / company representatives, academics and corporate executives have a consensus on the four core issues comprises of: 1) CSR is necessary and important and unavoidable. 2) They think that businesses need to be accepted by society (reliance/support each other / Income to both corporates – communities) thus makes a License to operate / Give and Take. 3) Social Responsibilities enables organizations / communities sustainable. 4) Management level is very important in creating a culture / policies on social responsibility and sustainable development. 


          The comments on issues of social responsibility and sustainable development for all stakeholders on CSR projects in which the company operates a continuous of six companies have found  10 items that executive/company representative and stakeholders’ opinions are consistent as follow: 1) The project implementing can lead to sustainability 2) Make benefit to communities 3) The project is continually development and consistency in implementation 4) Realize on the important of society 5) Recognizing the importance of the economy 6) Emphasize on community participation 7) Create income and occupation to people in community 8) Empowering communities to stand on their own 9) Starting from the concept of executive 10) Mutual dependence, supportive between the company and the community.


          In showing of social responsibility of the company, beside of the company should have no loss in which will create a burden for the society, the company is also need to generate profits for shareholders. Moreover, company must running business to be sustainable and take care of the benefits of stakeholders. In this case, the company should not become a burden on society and damaging to the stakeholders, including the system of economy, social and environmental. Furthermore, the company also need to make progress within society. 


          Corporate social responsibility for sustainable development of the company, the company must acts as the Center (HUB) linking individuals from all sectors including business, Government and civil society to come together in doing activities for benefit to social, economic, and environment under the new format of social innovation in order to contribute to sustainable development based on the principles of good governance (SUSTAINABLE CSR Model)
