VOLUNTEER SPIRIT DEVELOPMENT IN THE CONTEXT OF THAILAND

Abstract
This article aims to present the volunteer spirit development in the context of Thailand during the development of modern volunteerism that has played a role in social change from 1893 - present in order to understand and reflect the foundation of volunteering in the context of Thailand and lead to policy recommendations for development. From this study, it was found that the volunteer spirit and the origin of the context in Thailand were connected with (1) the concept of social capital which was in accordance with the components of human capital, institutional capital, especially the monarchy institution and the religious institution; (2) the division of generation periods resulting in the expression behaviors of volunteer spirit being different in each period; and (3) various situations causing the volunteer spirit persons to adjust their decisions independently. Volunteers bring oneself to be an agency by using their own ability to help, develop or change to social movement as a horizontal force leading to the benefits of others and society such as volunteering to help in disaster situations, such as natural disasters, etc. As for policy recommendations, the government should support the dimension of strengthening human capital in order to prepare the readiness by enhancement of operational skills and management skills in the form of “before - while - after” the incident.
