บทคัดย่อ
          งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์ในการศึกษา คือ 1) เพื่อศึกษาสภาพ ปัญหา อุปสรรคของการบริหารสถาบันฝึกอบรมและวิจัยการพิสูจน์หลักฐานตำรวจ (สฝจ.สพฐ.ตร.) 2) เพื่อพัฒนารูปแบบการบริหารสถาบันฝึกอบรมนิติวิทยาศาสตร์ที่พึงประสงค์ ประชากรที่ใช้ในการศึกษา ประกอบด้วย 1) ผู้ทรงคุณวุฒิซึ่งปฏิบัติหน้าที่ด้านการสอนหรือเป็นนักวิชาการด้านการบริหารการศึกษา 2) ผู้ทรงคุณวุฒิซึ่งปฏิบัติหน้าที่ผู้บริหารสถาบันฝึกอบรมและวิจัยการพิสูจน์หลักฐานตำรวจ 3) ผู้ทรงคุณวุฒิด้านนิติวิทยาศาสตร์ และ 4) ผู้ใช้บริการงานนิติวิทยาศาสตร์โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ การเก็บรวบรวมข้อมูลใช้วิธีการสนทนากลุ่มหรือ Focus Group นำมาสร้างเป็นรูปแบบ แล้วนำรูปแบบที่ได้ไปสัมภาษณ์เชิงลึก แนวทางคำถามสำหรับการสนทนากลุ่ม ได้มาจากการศึกษาทฤษฎี แนวคิด และงานวิจัยที่เกี่ยวข้อง กรอบแนวความคิดศึกษาจากทฤษฎีบริหาร POSCORB (Gulick
และ Urwick) แนวคิดบริหารจัดการ (Bartol & Martin) และแนวคิดที่เป็นหลักสากล (Henri Fayol) ซึ่งได้เลือกตัวแปรต้นที่ได้จากสภาพปัญหาจากการศึกษาเอกสาร 5 ประการ คือ การวางแผน การจัดองค์การ การอำนวยการการควบคุม และการรายงาน
          ผลการวิจัยพบว่า สภาพ ปัญหา อุปสรรค ของการบริหารสถาบันฝึกอบรมและวิจัยการพิสูจน์หลักฐานตำรวจคือ บุคลากรไม่มีความรู้ความเข้าใจในเรื่องการบริหารการศึกษา จึงทำให้ขาดการวางนโยบาย หรือยุทธศาสตร์ที่ชัดเจนขาดแคลนงบประมาณ มีกฎระเบียบทางราชการที่เข้มงวดมากเกินไปทำให้ไม่สามารถบริหารงบประมาณแบบยืดหยุ่นได้ซึ่งส่งผลให้ไม่สามารถได้รับความรู้จากวิทยากรที่มีความรู้ความสามารถระดับสูงได้ ไม่มีอาคาร สถานที่ฝึกอบรมการบริหารจัดการต้องดำเนินการภายใต้ความขาดแคลน รูปแบบการบริหารสถาบันฝึกอบรมนิติวิทยาศาสตร์ที่จะเกิดประสิทธิผลสูงสุด คือ ต้องสามารถผลิตบุคลากรที่มีประสิทธิภาพ ประชาชนสามารถเข้าถึงได้ง่าย และสามารถอำนวยความยุติธรรมแก่ประชาชนได้อย่างแท้จริง โดยสถาบันฝึกอบรมนิติวิทยาศาสตร์ต้องเป็นรูปแบบองค์การมหาชนเพื่อให้มีความเป็นอิสระและสามารถให้บริการกับประชาชนในกรณีที่ต้องการฟ้องร้องหรือให้มีการตรวจพิสูจน์ด้วยวิทยาศาสตร์ที่ไม่เกี่ยวกับคดี เช่น การตรวจพิสูจน์ความสัมพันธ์พ่อ แม่ ลูก การตรวจพิสูจน์เพื่อฟ้องร้องมรดกการตรวจอุบัติเหตุรถยนต์ในที่ส่วนบุคคล ฯลฯ เป็นต้น ซึ่งจะเป็นกรณีที่ประชาชนสามารถเข้าร้องขอรับการบริการจากสถาบันฝึกอบรมนิติวิทยาศาสตร์ได้ด้วยตนเอง เพื่อนำไปใช้ในชั้นศาล สถาบันฝึกอบรมนิติวิทยาศาสตร์จะต้องสังกัดภายใต้สำนักงานตำรวจแห่งชาติ โดยแปรรูปสถาบันฝึกอบรมและวิจัยการพิสูจน์หลักฐานตำรวจเป็นองค์การมหาชน โดยมีคณะกรรมการบริหารสถาบันฝึกอบรมนิติวิทยาศาสตร์ ซึ่งมีอิสระในการบริหารงบประมาณที่ได้จากรัฐและสามารถหารายได้จากการเก็บค่าให้บริการงานด้านนิติวิทยาศาสตร์ให้กับบุคคลหรือหน่วยงานทั่วไป ตาม พรบ.องค์การมหาชน พ.ศ. 2542

Abstract
          This is a qualitative research with objectives that focused on two areas; 1) the study of problems and obstacles in management of forensic police training and research institute (Institute of Training and Research of Scientific Crime Detection) and 2) developing management methodologies
for a desirable forensic training and research institute. The population that were specifically selected for this study included; 1) experts who are instructors or educational administration academicians, 2) police officers who are qualified as managers of the Institute of Training and
Research of Scientific Crime Detection, 3) forensic experts, and 4) the users of forensic services. The tool used in this research were the collection of data from Focus Group discussions which
were then created into a form and later used for in-depth interviews. The questions for Focus Group derived from the study of theory, concepts and related researches. The concept of the questions derived from the study of management of the POSCORB (Gulick and Urwick) concept, management concepts (Bartol & Martin), and the universal concept (Henri Fayol). All this was obtained from the basic variable from looking into problems from studying documents, whose main reasons were to focus on planning, organization, direction, control, and reporting.
          As a result of the research, it was found that the   problems and obstacles in the management of the Institute of Training and Research of Scientific Crime Detection is that the
police personnel do not have the knowledge and understanding in education management. This leads to lack of clear policy and strategy, including the lack of sufficient budget. Strict rules and regulations from the government causes inflexible budget management which in turn is an
obstacle for receiving the best knowledge from top instructors. There is insufficient building space or a place to conduct training. Administration and management are conducted with insufficiency. The most effective management of Forensic Science Institute should include the ability to produce
efficient staff, provide services which are easily accessible by the people, and provide them with true justice. Forensic Training Institute will be most effective if it is a public organization so that it is independent and able to serve the public without going through the official levels, for
example, in the event of litigation or for forensic examinations that is not case related, such as the paternity tests, will examination, car accident examination in private property, etc. These are examples of cases where the public can access the services from the Forensic Science Training be under the Royal Thai Police. It should be restructured within the Royal Thai Police and changed into a public organization under the management of The Executive Board of Forensic Training

Institute who can manage their own budgets and can earn some profits according to the ACT of Public Organization 2542 (1999).
