DEVELOPMENT OF A PARTNERSHIP MANAGEMENT MODEL AMONG THE SCHOOL, FAMILY, AND COMMUNITY IN ACCORDANCE WITH THE OVERLAPPING SPHERES OF INFLUENCE THEORY IN SECONDARY SCHOOLS UNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION

Abstract
The objectives of this research were to study the existing and desirable conditions of partnership among the school, family, and community in accordance with the overlapping spheres of influence theory; and to develop and evaluate a partnership management model among the school, family, and community. The research sample consisted of 330 school directors under the Office of the Basic Education Commission. The employed research instruments included a questionnaire on partnership among the school, family, and community, and a scale for assessment of the model’s propriety. Data were analyzed using the percentage, mean, standard deviation, content analysis, and priority needs index.
The research results indicated that the rating mean of the existing condition of partnership among the school, family, and community was at the moderate level, while the rating mean of the desirable condition of partnership among the school, family, and community was at the highest level. Results of priority needs index analysis showed that the top three indices were that of cooperation, that of learning, and that of volunteer-mindedness. The developed partnership management model among the school, family, and community comprised three components. The first component was the introduction consisting of the concepts, principles, and objectives; the second component was the components of the partnership management model among the school, family, and community consisting of parenting, communicating of volunteer-mindedness, learning, decision-making, collaborating, and guidelines for partnership management model; and the third component was the success factors consisting of the family, school, and community. The evaluation results of the developed model showed that the appropriateness and feasibility of the model were at the very high level.
