การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อพัฒนาแนวปฏิบัติตามมาตรฐานการอาชีวศึกษาเพื่อการประกันคุณภาพ
ภายในสถานศึกษาขนาดเล็ก และเพื่อประเมินประสิทธิผลของแนวปฏิบัติฯ ภายหลังการนำไปใช้ในสถานศึกษาแล้วกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ บุคลากรวิทยาลัยการอาชีพอัมพวา จำนวน 24 คน และบุคลากร วิทยาลัยสารพัดช่างสมุทรสงคราม จำนวน 19 คน การดำเนินการวิจัยแบ่งเป็น 4 ระยะ คือ ระยะที่ 1: R1 การวิเคราะห์ สังเคราะห์เอกสารที่เกี่ยวข้อง ระยะที่ 2: D1 การสร้างร่างแนวปฏิบัติฯ ระยะที่ 3: R2 การนำแนวปฏิบัติฯ ไปทดลองใช้กับกลุ่มตัวอย่างระยะที่ 4 D2 การสร้างแนวปฏิบัติฯ ที่สมบูรณ์ ใช้แบบสอบถามและแบบสัมภาษณ์เชิงลึกเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน t-test ผลการวิจัยจากแบบสอบถาม พบว่า ในภาพรวมมีค่าเฉลี่ยระดับมาก ด้านลดความเสี่ยงในการบรรลุเป้าหมายมีค่าเฉลี่ยมากที่สุด รองลงมา คือ ด้านการมีส่วนร่วม ด้านการบรรลุเป้าหมาย และด้านความพึงพอใจ ตามลำดับ เมื่อพิจารณาเป็นรายข้อ พบว่า ข้อที่มีค่าเฉลี่ยมากที่สุด คือ การนำแนวปฏิบัติไปใช้ในการประกันคุณภาพช่วยลด/ป้องกัน/ขจัด
ความเสี่ยงในการบรรลุเป้าหมายด้านการบริหารจัดการ รองลงมา คือ การนำแนวปฏิบัติฯ ไปใช้ในการประกันคุณภาพจะช่วยลด/ป้องกัน/ขจัดความเสี่ยงในการบรรลุเป้าหมายด้านการบริการวิชาการและวิชาชีพ ได้ทดสอบสมมติฐานด้วยสถิติ t-test เพื่อหาความแตกต่างค่าเฉลี่ยของทั้งสองสถานศึกษา สรุปว่า ด้านความพึงพอใจของสถานศึกษาทั้งสองแห่งไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.05 และผลจากการสัมภาษณ์มีข้อสรุปที่สอดคล้องกัน คือ แนวปฏิบัติช่วยให้บรรลุเป้าหมายในการประกันคุณภาพภายในมากกว่าร้อยละ 80

Abstract
The purposes of this research were to study developing a framework according to the vocational education standards for self quality assurance of small colleges; and evaluate the framework efficiency after implementing it in colleges. The samples of this study consisted of 24 personnel of Ampawa Industrial and Community Education College and consisted of 19 personnel of Samutsongkram Polytechnic College. The study was divided into 4 phases as follows. Phase 1(R1) was the analysis and synthesis of the related literature. Phase 2(D1) was the draft of the framework.
Phase 3(R2) was the framework implementation in the two colleges. And Phase 4(D2) was the creation of the complete framework. The research instruments used for data collection wear the questionnaires and in-depth interview. The statistical procedures employed included frequency, percentage, mean, standard deviation and t-test. The research findings revealed that the framework was of high quality. In terms of issues to consider, the results showed that the respondents strongly agreed with lessening risks to achieve the goals, participation, goal achievement, and satisfaction respectively. However, when checking each issue, most respondents accepted that the implementation of the framework for quality assurance could lessen/ prevent/ get rid of the risks to achieve the goals of administration and the risks to achieve the goals of academic and vocational services.
Moreover, the mean difference of the two colleges assessed by t-test indicated that their average satisfaction was not significantly different at 0.05. In addition, the interviews yielded similar results that the framework enabled the colleges to achieve more than 80% of the goals of self quality assurance.
