บทคัดย่อ
การนำเสนอนโยบายหรือแผนงานในปัจจุบันมักถูกนำเสนอในรูปแบบเชิงพรรณนา ซึ่งทำให้ยาก ในการมองเห็นทิศทางหรือการเปลี่ยนแปลงในอนาคตอย่างเป็นระบบ บทความนี้จึงนำเสนอ หลักการของแผนที่นำทางเทคโนโลยี (Technology Road Mapping: TRM) ซึ่งได้รับการ ยอมรับในระดับสากลว่าสามารถใช้เป็นเครื่องมือสร้างแผนที่นำทางในเชิงนโยบายด้านต่างๆ ได้อย่างเป็นระบบและมีประสิทธิภาพ และได้นำหลักการดังกล่าวมาประยุกต์ใช้กับแผนพัฒนา กำลังผลิตไฟฟ้า (Power Development Plan: PDP) ฉบับที่ใช้อยู่ในปัจจุบันนั่นคือ แผน PDP-2007 ฉบับปรับปรุงครั้งที่ 2 จากผลการศึกษาพบว่า แนวทางนี้สามารถนำไปใช้เป็น แนวทางในการพัฒนาแผนพลังงานในระยะยาว หรืออาจประยุกต์ใช้ในการกำหนดนโยบาย หรือแผนงานในอุตสาหรรมอื่นๆ ได้ต่อไป

Abstract
Currently, public policy is usually illustrated in a descriptive form which is difficult for policy makers to systematically project the future scenarios. This paper therefore presents the principle and application of Technology Road Mapping (TRM) which is widely and effectively used to plot the policy and planning descriptions. A case of public policy in energy-the National Power Development Plan (PDP-2007 Revision 2) is used to illustrate the application of the proposed technique. It is envisaged that TRM be applied well to the long-term energy plan and to the public policy in any other industries.
