Abstract

The purpose of this research was to investigate the problems and obstacles faced by local farmer groups in Chiang Mai province in terms of product development to expand commercial and public benefits under the ASEAN Economic Community. This study collected data through interviews, observations, and expert-approved questionnaires. In-depth interviews and meetings with small groups of farmers were used to collect data from four potential agricultural communities in Chiang Mai who were interested in participating in this project. The findings revealed that three out of four farmer groups were unable to develop new agricultural products due to the following problems and obstacles: (1) insufficient capacity for manufacturing of raw materials for commercial production; (2) unstandardized manufacturing procedure; (3) insufficient hygiene in the food production line; (4) inadequate knowledge of labor-management, accounting, and the food safety standards; (5) insufficient capital and inability to access a source of investment funds; and (6) leaders of agricultural groups are not willing to learn new things. However, in order to develop products for commercial purposes, agriculturists should eliminate major problems and obstacles that impede the development of standardized agricultural products, thereby increasing product value and safety. Furthermore, they should transform their attitude orientation and methodology, as well as establish collaboration with external organizations that can assist in reducing product development constraints and adjusting the production process from upstream products to downstream finished products. This standardized process and high-value final products will generate income and strengthen community immunity, as well as increase production capacity to support production lines for mass marketing and qualify under hygiene standards, which will eventually be commercially available and capable of competing in ASEAN. Finally, the study’s findings could be used for public benefits, such as increasing agricultural production capacity in other communities and providing information to those who are interested.
