MANAGEMENT GUIDELINES OF VOCATIONAL PROGRAMS FOR STUDENTS WITH SPECIAL NEEDS FOR EMPLOYMENT

Abstract
The objectives of this descriptive research were (1) to analyze the vocational program and vocational program management for students with special needs for employment; (2) to analyze the consistency of vocational program management in Thailand with the vocational program management at the international level; and (3) to develop management guidelines of vocational program. This research was conducted by interviewing 5 school administrators, 10 teachers and service providers, 2 experts from the Office of Vocational Education Commission (VEC), and 3 persons involved with program management; by analyzing related documents and research studies; and by conducting focus group discussion involving experts.
The research results were as follows:
1. The colleges implemented a vocational program developed by VEC. Each college independently considered to manage program based on local context as well as readiness preparation of teachers and involving personnel, media and equipment, learning resources, instructional management, and program quality assurance needed to carry out in the program management process.
2. The consistency of vocational program management in Thailand with the vocational program management at the international level consisted of the following: (1) the collaboration with enterprises and related agencies to plan for program implementation and the signing of a memorandum of understanding for asking them to be the places for internship and learning resources; (2) the provision of supporting services and special education teachers; and (3) the monitoring of program quality assurances to follow up the program implementation of educational institutions and enterprises.
3. The management guidelines of vocational programs for students with special needs for employment consisted of the following: (1) the public relations of the program; (2) the planning for program implementation; (3) the allocation of resources; and (4) the monitoring of program quality assurance for program implementation.
