DEVELOPMENT OF TEACHER’S ABILITY IN LEARNING MANAGEMENT TO FOSTER ESSENTIAL SKILLS OF STUDENTS IN THE 21st CENTURY THROUGH E-TRAINING PLATFORM FOR TEACHER CAPACITY BUILDING

Abstract

This research aims to: (1) assess the needs of teachers’ abilities in learning management to develop skills in the 21st Century necessary for the lives of learners at the basic education level; (2) create an E-Training Platform for Teacher Capacity Building to enhance abilities of teachers in learning management to develop skills in the 21st Century necessary for the lives of learners at the basic education level; and (3) study the effects of the E-Training Platform for Teacher Capacity Building on abilities of teachers in learning management to develop skills in the 21st Century necessary for the lives of learners at the basic education level. This research is divided into three phases: (1) the needs assessment in the development of the teachers’ abilities in learning management to develop skills in the 21st Century necessary for the lives of learners; the research sample consisted of 11,077 teachers, school directors, school vice directors, educational supervisors, and student teachers, all of which were obtained by stratified random sampling; (2) the development of an E-Training Platform for Teacher Capacity Building and a training program by utilizing the information obtained from Phase 1 to draft a program framework based on a document study; after that the training program was experimented with a research sample consisting of 1,742 teachers who attended the 2021 Teachers Council Academic Conference Training, and utilized the obtained data to improve and develop the E-Training Platform in order to be used for the experiment; (3) the experiment of the E-Training Platform with 309 teachers, school administrators, and educational supervisors from 12 schools, and then studying the results of the experiment.


The research results have shown that the teachers’ highest need is to receive the enhancement of their abilities to develop students’ ability to transmit and apply their knowledge and understanding obtained from the learned course in the forms of digital media such as animations (PNImodified = .45); the E-Training Platform for Teacher Capacity Building consists of a content structure of 10 modules; and the results from the experiment of using the
E-Platform and the training program show that the trainees’ abilities in learning management to develop skills essential for students in the 21st Century increase significantly at the .01 level of statistical significance; in addition, the trainees’ satisfaction with the E-Training Platform for Teacher Capacity Building in terms of the program system, overall training, and each specific module is at the high level in all aspects.
