Loei Cotton Products: Driving Community Enterprise Groups and Weaving Entrepreneurs in Loei Province for the Application of the Geographical Indication (GI)

This academic article aimed to: 1) present the identity of Loei cotton fabric and its declaration as a Geographical Indication (GI) of Loei cotton fabric products; and 2) drive community enterprise groups and fabric weaving entrepreneurs toward applying for the Geographical Indication of Loei cotton fabric by collecting the data from document studies and doing on-site workshop activities based on the concepts of geographical indications and sustainable driving and development for the analysis, with data analyzed using content analysis. The study found that 31 community enterprise groups and weaving entrepreneurs utilized local wisdom in producing woven fabrics with unique characteristics texture and fluffiness. The Intellectual Property Department declared Loei cotton products a geographical indication on December 26, 2024; however, the community enterprise groups and weaving establishments lacked knowledge and understanding regarding the application for the Geographical Indications symbol. Consequently, government sectors led by the Loei Provincial Commerce Office and collaborative network partners recognized the importance of the GI symbol and have driven the process by organizing four workshop activities as follows: 1) an activity to enhance knowledge and understanding of GI products for Loei cotton, 2) an activity to learn the criteria for quality control inspection of Loei cotton products at the internal control level, 3) a workshop activity on learning the criteria for developing a quality control plan for Loei cotton products, and 4) an on-site advisory activity according to the assessment criteria for quality control of Loei cotton products. The supporting factors that enhanced the driving force for applying for the GI symbol include: (1) market-driven forces, (2) cultural value identity, (3) production systems and traceability, (4) collaborative networks, and (5) government policy mechanisms.
