THE PROFESSIONAL CHARACTERISTICS ADMINISTRATOR AFFECTING TEACHER’S CORE COMPETENCY IN SCHOOL UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE 18, RAYONG PROVINCE

Abstract
The purposes of this research were (1) to study the level of the professional characteristics of administrators under the Secondary Education Service Area Office 18 in Rayong province; (2) to study the level of the main competencies of teachers in schools under the Secondary Education Service Area Office 18 in Rayong province; (3) to study the relationship between the professional characteristics of administrators and the main competencies of teachers in schools under the Secondary Education Service Area Office 18 in Rayong province; and (4) to study the professional characteristics of administrators that affect the main competencies of teachers in schools under the Secondary Education Service Area Office 18 in Rayong province. The research sample consisted of 278 administrators and teachers in schools under the Secondary Education Service Area Office 18 in Rayong province during the academic year 2019. The employed data collecting instrument was a questionnaire. Statistics employed for data analysis were the frequency, percentage, mean, standard deviation, Pearson’s product-moment correlation coefficient, and multiple regression analysis. The research results were as follows: (1) both the overall and each aspect of professional characteristics of administrators were rated at the high level; specific aspects of professional characteristics could be ranked from top to bottom as follows: the creativity aspect, the human relationship aspect, the vision aspect, the use of technology and digital aspect, the leadership aspect, and the personality aspect, respectively; (2) the overall main competency of teachers was rated at the high level; their specific competencies could be ranked from top to bottom as follows: the morality and professional code of ethics competency, the self-development competency, the teamwork competency, the good service competency, and the service-oriented work performance competency, respectively; (3) The relationship between professional characteristics of administrators and main competencies of teachers in school were positive and significant at the .05 level; and (4) five specific aspects of professional characteristics of administrators, namely, the use of technology and digital aspect, the personality aspect, the vision aspect, the leadership aspect, and the creativity aspect were found to affect main competencies of teachers in schools under the Secondary Education Service Area Office 18 in Rayong province at the .05 level of statistical significance.
