Abstract

The area-based educational management is the allowance of opportunity for all stakeholders in the community to participate with the state in educational management to solve area-based problems with the efficient uses of resources available in the area in accordance with the context of the area’s needs in order to create greater achievement for basic education schools more effectively. As for the area-based participatory education management model, the basic education school administrators must use the horizontal relationship to allow all sectors in the area to participate in the management of the school, instructional management, and resource mobilization; while they must use the vertical relationship of the state sector for supporting and monitoring. The components of the area-based participatory education management model are as follows: the model of
community participation, the stakeholders in the area, the achievement of mutual benefits, resources in the community, the working group, and the management. In addition, the success factors must have clear goals based on the knowledge foundation, local resources and trust, and the having a mechanism in the working group that is clearly seen together at the area level with the aim to be a learning society with tangible results.
