Abstract

This research is aimed to study the success factors and outcomes of the professional learning community type of professional teachers and educational personnel development of the Teachers’ Council of Thailand. This research is the study that collected qualitative data.The key research informants of the study were 28 persons who had received the supports in the Project for Professional Learning Community Type of Professional Teachers and Educational Personnel Development including the Operating Committee members, school administrators, teachers and educational personnel. The employed research instruments were the semistructured interview forms.


The research results revealed that the success factors of the project were as follows: (1) in the context aspect, the teachers, and educational personnel at all levels realized the importance and necessity of professional development of teachers with the use of PLC process; (2) in the input aspect, the allocated budgets and activities were appropriate; (3) in the process aspect, the model of amicable monitoring, supervision and follow-up as well as the good assistance and coordination from the Teachers’ Council of Thailand; and (4) in the output aspect of the project, the output comprised the following: (4.1) the impacts of the project were that the organizational culture had positively changed for both the administrators, teachers, and students resulting in the students having higher academic achievement and attributes; (4.2) the effectiveness of the project was that the teachers were happy, enjoyed working, solved problems in the classroom systematically, and managed the classroom instruction efficiently; (4.3) the sustainability aspect of the project was that the Teachers’ Council of Thailand had a clear long-term plan and continuous operation that created understanding of the experts from different groups; and (4.4) the imparting of success aspect of the project was that the seminars and symposiums were held to disseminate examples of operational success.
