The sample were 407 personnel of signal department. The research tool was a rating scale questionnaire, checking content validity by 5 experts. Data was analyzed by frequency, percentage, mean, standard deviation, second order confirmatory factor analysis, and content analysis.

The research results showed that 1) the indicators of digital skills for personnel of signal department comprised of 5 factors and 28 indicators; the first factor included 8 indicators, the second factor included 7 indicators, the third factor included 5 indicators, the fourth factor included 4 indicators and the fifth factor included 4 indicators. 2) the developed indicators were the soundness indicators as follows: 2.1) the content validity of indicators by calculating the IOC, were in the range of 0.80–1.00; 2.2) the item discrimination index by calculating corrected item-total correlation, were in the range of 0.60-0.89; 2.3) Cronbach’s alpha reliability coefficients for the overall of 28 indicators was 0.97; 2.4) The construct validity was investigated by second order confirmatory factor analysis. It was found that the indicators structure was consistent with the empirical data. Chi-Square=323.15, df=327, p-value=0.55, GFI=0.94, AGFI=0.92, CFI=1.00, SRMR=0.03, and RMSEA=0.00. and 3) the result of the studying the digital skills level of personnel of signal department found that most of the personnel had a very good level of overall and all 5 factors of digital skills.
