บทคัดย่อ
ในปีพุทธศักราช 2561 จังหวัดเชียงใหม่ได้ริเริ่มโครงการสมาร์ทซิตี้ ซึ่งเป็นความพยายามในการเปลี่ยนโฉมประชากรในเชียงใหม่ไปสู่การเป็นสังคมดิจิทัลภายใต้กรอบนโยบายเศรษฐกิจไทยแลนด์ 4.0 และด้วยราคาของโทรศัพท์มือถือแบบสมาร์ทโฟน และราคาการเข้าถึงอินเทอร์เน็ตที่ถูกลงได้เอื้ออำนวยให้เกิดการเชื่อมต่อเครือข่ายของกลุ่มเศรษฐกิจสังคมระดับล่างของประเทศไทยที่รวมถึงแรงงานข้ามจากประเทศเมียนมา แม้ว่าชาวเมียนมาส่วนใหญ่ที่เป็นเจ้าของสมาร์ทโฟนจะเป็นกุญแจสำคัญในการก้าวสู่ความเป็นสมาร์ทซิตี้ แต่ก็ต้องเผชิญกับอุปสรรคที่ทำให้พวกเขาไม่สามารถเข้าถึงข้อมูลสำคัญของรัฐบาลได้ การวิจัยในครั้งนี้จึงเป็นการอธิบายความรู้ความเข้าใจของแรงงานข้ามชาติที่เกี่ยวเนื่องกับความสัมพันธ์กับหน่วยงานบริการจากภาครัฐในจังหวัดเชียงใหม่ ภายใต้แนวคิดในการสร้างหลักเกณฑ์มาตรฐานเพื่อการเป็นธรรมาภิบาลอัจฉริยะของโครงการเชียงใหม่สมาร์ทซิตี้ที่มุ่งมั่นจะปรับปรุงการบริการของภาครัฐและประสิทธิผลโดยรวมของเมืองเชียงใหม่สมาร์ทซิตี้
