การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) บริบทและข้อจำกัดของการท่องเที่ยวเมืองชายแดนหนองคาย–ลาว และ 2) วิเคราะห์แนวทางการส่งเสริมความร่วมมือทางการท่องเที่ยวเมืองชายแดน เส้นทางหนองคาย - ลาว โครงการเส้นทางสายไหม แห่งศตวรรษที่ 21 ด้วยระเบียบวิธีวิจัยเชิงคุณภาพร่วมกับเทคนิค Ethnographic Delphi Futures Research (EDFR) เก็บข้อมูลจากผู้ให้ข้อมูลหลัก 22 คน จากภาครัฐ ภาคเอกชน ภาควิชาการ และชุมชนในพื้นที่ ตรวจสอบคุณภาพเครื่องมือด้วยค่าความตรงเชิงเนื้อหา วิเคราะห์ข้อมูลค่ามัธยฐาน ฐานนิยม และค่าพิสัยควอไทล์ ผลการวิจัยพบว่า 1) หนองคายมีศักยภาพในการพัฒนาเป็นเมืองท่องเที่ยวชายแดน โดยเฉพาะด้านอัตลักษณ์วัฒนธรรม วิถีชีวิต การคมนาคม และบทบาทเชิงยุทธศาสตร์ระดับภูมิภาค อย่างไรก็ตามยังมีข้อจำกัดด้านโครงสร้างพื้นฐาน การสื่อสารภาพลักษณ์ และกลไกการมีส่วนร่วมในระดับพื้นที่ รวมทั้งมีการนำเสนอรูปแบบการส่งเสริมการท่องเที่ยวเมืองชายแดนหนองคาย – ลาวในลักษณะภูมิทัศน์ตำนานพญานาค 2) แนวทางการส่งเสริมความร่วมมือทางการท่องเที่ยวควรดำเนินการทั้งสิ้น 7 ด้านหลัก ได้แก่ (1) นโยบายและยุทธศาสตร์ (2) ความร่วมมือ (3) โครงสร้างพื้นฐานและโลจิสติกส์ (4) การตลาดและประชาสัมพันธ์ (5) การจัดการและบูรณาการ (6) การพัฒนาศักยภาพชุมชน และ (7) การติดตามและประเมินผล โดย 4 ด้านแรกได้รับการประเมินว่ามีความเหมาะสมมากที่สุด ส่วนอีก 3 ด้านอยู่ในระดับเหมาะสม สะท้อนฉันทามติของผู้เชี่ยวชาญ และสามารถนำไปใช้เป็นกรอบยุทธศาสตร์เพื่อพัฒนาเมืองชายแดนอย่างยั่งยืน
