CIVIC EDUCATION DEVELOPMENT

Abstract

This research aimed at 1) studying Civic Education Development of Thailand and foreign countries, and 2) preparing policy recommendations on Civic Education Development corresponding to current situations and global citizenship. It took the form of descriptive research which studied documents and research works carried out in Thailand and overseas. Two meetings to hear opinions from people concerned and an expert focus group interview were held from 24 February to 23 July 2016. Conclusions were made, and the findings showed that 1) Thailand has had education for citizenship since the reign of King Rama V. There has been a particular citizenship curriculum for every education level, but it does not enable learners to adequately apply the knowledge learned: In the foreign countries, citizenship education curriculum has been implemented through formal, non-formal, informal, and life-long learning processes using democracy-oriented activities related to their local contexts; and 2) The 16 policy recommendations on education development for citizenship construction are made in line with Thailand’s constitutional monarchy government system. They cover curriculum evaluation and modification, teachers’ and administrators’ production and development, participation of related organizations, establishment of citizenship construction funds, and research and development.
