DEVELOPMENT OF STRATEGIC LEADERSHIP INDICATORS FOR MUNICIPALITY EDUCATIONAL DIRECTORS, DEPARTMENT OF LOCAL ADMINISTRATION

Abstract

The purposes of this research were to 1) develop strategic leadership indicators for municipality educational directors, Department of Local Administration; and 2) test structural validity of the indicators. The research was carried out in two phases. The first phase was development of the indicators through documental content analyses, followed by scrutiny of the developed indicators by panel of specialists. The second phase was to confirm indicators and test construct validity of Strategic Leadership Indicators for Municipality Educational Directors, Department of Local Administration with empirical data, structure validity was used to test fitness of the model by confirmatory factor analysis method. The subjects chosen by stratified random sampling were 255 municipality educational directors.

The findings indicated that the strategic leadership indicators, identified by the sample whose opinions were concordant toward each other with no less than 80 percentages, were of three core factors rankings from the highest weight as: 1) procedural wisdom consisting of three components 13 indicators, 2) contextual wisdom consisting of five components 22 indicators, and 3) people wisdom consisting of six components 32 indicators. Testing of structural validity found that the model was congruence with the empirical data.
