A DATA ANALYSIS IN CONTRACTORS’ WORK ABANDONMENT IN PUBLIC PROJECTS OF THE OFFICE OF THE BASIC EDUCATION COMMISSION

Abstract

The objective of this research was to analyze data and examine the trends of contractors abandoning state construction projects under the Office of the Basic Education Commission. The data were categorized based on procurement methods, organizational business structures, project values, types of work, and project locations. The research population comprised 182 contractors who had abandoned projects, as noted in the circular of contractors' names issued by the Comptroller General's Department, between 2018 and 2021. The research tools utilized included data recording forms for contractors who abandoned projects, and statistical analysis methods, such as frequency distribution, percentages, simple linear regression analysis, and Chi-square tests. The study revealed that the general invitation method was the most common procurement method used by contractors who abandoned state construction projects, with a growing trend of project abandonment. The business structure with registered capital not exceeding 1 million baht demonstrated the highest rate of project abandonment, and this trend is escalating. On the other hand, individuals showed the highest increasing trend of abandonment among different business structures, whereas businesses with registered capital exceeding 5 million baht had the fewest instances of project abandonment. In terms of project values, projects with a value not exceeding 1 million baht had the highest rate of abandonment, and this trend is rising. The most frequently abandoned type of work was new building construction, which also displayed an increasing trend in abandonment. Regarding project locations, the northeastern region had the highest rate of project abandonment, and this trend is escalating. The hypothesis testing results suggested that different procurement methods resulted in varying proportions of project abandonment, while different organizational structures, project values, types of work, and project locations did not yield significantly different proportions of abandonment.
