บทคัดย่อ
ประเทศไทยตั้งเป้าการศึกษาไว้เพื่อพัฒนาทรัพยากรบุคคลของประเทศให้เท่าทันต่อการเปลี่ยนแปลงของสังคม ในยุคศตวรรษที่ 21 ซึ่งเป็นยุคแห่งสังคมดิจิทัลที่ให้ความสำคัญกับทรัพยากรบุคคลที่มีคุณภาพและทรงคุณค่าต่อการสร้างความก้าวหน้าให้องค์กร ในการสร้างคุณค่าให้เกิดแก่ทรัพยากรมนุษย์เป็นที่ยอมรับของสากลโลกคือการศึกษา ด้วยเหตุนี้นานาประเทศจึงคิดค้นวิธีการจัดการศึกษาให้มีคุณภาพที่สุด สำหรับกระทรวงกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรมได้นำเอากฎหมายทั้งในระดับพระราชบัญญัติ กฎ ประกาศ หลักเกณฑ์ รวมถึงการจัดทำแผนยุทธศาสตร์ชาติเพื่อให้สถาบันการศึกษาจัดการศึกษาตามกรอบเพื่อให้การศึกษามีคุณภาพ และผลลัพธ์ที่ได้เป็นไปตามเป้าประสงค์ที่วางไว้
มหาวิทยาลัยราชภัฏภูเก็ตเป็นกลไกหนึ่งที่มีภาระหน้าที่ในการผลักดันความคาดหวังของประเทศ ให้ไปถึงเป้าหมายที่วางไว้ แต่เมื่อกลไกการการเรียนการสอนของมหาวิทยาลัยราชภัฏภูเก็ตต้องเปลี่ยนแปลงไปให้สอดคล้องกับระบบการใช้ชีวิตในสังคมแบบวิถีใหม่ (New normal) ที่กำหนดให้ผู้สอนและผู้เรียนใช้ระบบการเรียนการสอนแบบออนไลน์ จึงเป็นการทำหน้าที่ด้วยวิธีการใหม่ แต่เป้าประสงค์ยังคงเดิมจึงทำให้เกิดความท้าทายใหม่ ๆ ในการสร้างประสิทธิภาพและผลสัมฤทธิ์จากการเรียนการสอนแบบออนไลน์ ว่าผลลัพธ์ที่ได้จะสามารถผลักดันให้ความคาดหวังในเป้าประสงค์ของประเทศสำเร็จหรือไม่
