บทคัดย่อ
การระบาดของโรคโควิด 19 (COVID-19) ทำให้เกิดเปลี่ยนแปลงที่นำไปสู่ความปกติรูปแบบใหม่ หรือ New normal ในทุกภาคส่วนของสังคม การบูรณาการแก้ไขปัญหาโดยนำเทคโนโลยีทางการสื่อสาร มาปรับประยุกต์ใช้ต่อยอดเพื่อนำไปสู่การสร้างนวัตกรรม หรือกลวิธีที่ทันสมัยด้วยเทคโนโลยีการแพทย์ทางไกล (Telemedicine) ผ่านแอปพลิเคชันพบหมอ เพื่อประยุกต์ใช้ในการตรวจวินิจฉัยโรคในเบื้องต้นของบุคลากรทางการแพทย์จากการพูดคุยโต้ตอบกับผู้ป่วยผ่านระบบวีดีโอคอล ทำให้เกิดการใช้ประโยชน์และบูรณาการมิติด้านการสื่อสารที่นำไปสู่ความปกติแบบใหม่ ซึ่งสามารถรองรับโลกแห่งเทคโนโลยีดิจิทัลที่ขับเคลื่อนโดยใช้เทคโนโลยีทางการสื่อสารให้เกิดประโยชน์อย่างสูงสุด
ปรากฏการณ์ทางสังคมในช่วงการระบาดของโรคโควิด 19 ที่ประยุกต์ใช้เทคโนโลยีการสื่อสารในวงการทางการแพทย์ อันนำไปสู่ความปกติแบบใหม่ทางการสื่อสารของสังคม สามารถอธิบายได้ด้วยทฤษฎีทางการสื่อสาร มวลชน The three perspectives of communication theories ของ Miller (2002) ซึ่งประกอบไปด้วย 1. มุมมองแนวคิดหลังปฏิฐานนิยม (Post-positivist perspectives) เรื่องการแสวงหาข่าวสาร (Information seeking) และเรื่องการใช้และการทำให้เกิดความพอใจจากสื่อมวลชน (Uses and gratifications of media) 2. มุมมองแนวคิดการตีความ (Interpretive perspectives) เรื่องปรากฏการณ์วิทยา (Phenomenological method) และเรื่องการกระทำระหว่างกันด้วยสัญลักษณ์ (Symbolic Interactionism) 3. มุมมองแนวความคิดการวิพากษ์ (Critical perspectives) เรื่องวัฒนธรรมศึกษา (Cultural studies) และเรื่องเทคโนโลยีการสื่อสารเป็นตัวกำหนด (Communication technology determinism) เพื่อนำไปสู่การจัดการแก้ไขปัญหาในภาวะวิกฤตที่มวลมนุษยชาติกำลังเผชิญในปัจจุบัน แปรเปลี่ยนอุปสรรคเป็นความท้าทาย เปลี่ยนแปลงวิถีชีวิตของผู้คนในสังคมที่จะนำไปสู่ความปกติแบบใหม่ ด้วยมุมมองการปรับใช้ทฤษฎีทางด้านสื่อสารมวลชนให้เกิดผลอย่างเป็นรูปธรรม
