บทคัดย่อ
การวิจัยครั้งนี้เป็นการวิจัยเชิงนโยบาย (Policy research) มีวัตถุประสงค์เพื่อสร้างและตรวจสอบข้อเสนอเชิงนโยบายเพื่อเสริมสร้างความมีประสิทธิภาพสำหรับการจัดการศึกษาสำหรับศูนย์การศึกษาพิเศษ เขตการศึกษา 9 จังหวัดขอนแก่น การดำเนินการวิจัยมี 2 ระยะ ระยะที่ 1 เป็นการศึกษาองค์ประกอบรูปแบบการบริหารจัดการการให้บริการช่วยเหลือระยะแรกเริ่มในการจัดการศึกษาสำหรับศูนย์การศึกษาพิเศษ เขตการศึกษา 9 จังหวัดขอนแก่น โดยศึกษาเอกสาร และสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 5 คน ทำให้ได้ร่างข้อเสนอเชิงนโยบายเพื่อเสริมสร้างความมีประสิทธิภาพการจัดการศึกษาสำหรับศูนย์การศึกษาพิเศษ เขตการศึกษา 9 จังหวัดขอนแก่น และระยะที่ 2 ตรวจสอบข้อเสนอเชิงนโยบาย โดยผู้ทรงคุณวุฒิ จำนวน 5 คน เพื่อประเมินความเหมาะสม (Propriety) ความเป็นไปได้ (Feasibility) และความเป็นประโยชน์ (Utility) ของข้อเสนอเชิงนโยบาย
ผลการวิจัยพบว่า ข้อเสนอเชิงนโยบายเพื่อเสริมสร้างความมีประสิทธิภาพการจัดการศึกษาสำหรับศูนย์การศึกษาพิเศษ เขตการศึกษา 9 จังหวัดขอนแก่น ในด้านเป้าหมาย กลยุทธ์ ตัวบ่งชี้ กลไกเชิงนโยบาย ของกรอบการบริหารทั้งหมด 4 ด้าน ได้แก่ 1) ด้านคุณภาพผู้เรียน 2) ด้านการจัดการเรียนรู้ 3) ด้านการบริหารการจัดการสถานศึกษา และ 4) ด้านการพัฒนาชุมชนแห่งการเรียนรู้ มีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับมากที่สุด
