Factors Affecting the Peoples’ Participation in Forming the Three Years Local Development Plan of the Tung Kai Sub-District, Yantakaw District, Trang Province

Abstract
The purposes of this research were to study the level of factors affecting the peoples’ participation in forming the three years local development plan of Tung Kai Sub-District, to investigate the problems that occur during the process, and to propose suggestions to improve the peoples’ participation. The sample subjects were 364 people who were 18 years old and over and residing at Tung Kai Sub-District. Questionnaires were used as tools to collect the data. The statistics employed in analyzing the collected data were percentage, arithmetic means, and SD.
The results of the study revealed as follows : The level of the factors affecting the peoples’ participation was found to be moderate as a whole. The most affecting factors were found to be the peoples’ awareness, and recognition of problems.
Regarding the problems found during the process, it was revealed as follows : public measures : the people lacked opportunities to participate in making the policy in order to solve the problems; people : many people did not recognize the problems due to lack of training and receiving benefits; individual and organization development : most people lacked sufficient information about receiving benefits from participation. Suggestions to improve the peoples’ participation included the followings : public measures : people should have opportunities to express their opinions inthe community development; people : more activities should be created for the local people to participate in order to boost peoples’ unity and good relationship; individual and organization development : the organization should encourage
the public to realize the benefits from participation and provide them with information. More activities should be held in order to enhance the relationship between the community leader and the community.
