บทคัดย่อ
พันธบัตรเพื่อสังคม (Social Impact Bonds: SIBs) ถือเป็นกลไกใหม่ในการระดมเงินทุนสำหรับการส่งมอบบริการสาธารณะเพื่อประโยชน์ทางสังคม ซึ่งมีรากฐานมาจากแนวคิดการปฏิรูปการบริหารงานภาครัฐโดยมุ่งเน้นความร่วมมือกันระหว่างภาครัฐ ภาคเอกชน และภาคประชาสังคม และเป็นนวัตกรรมทางการเงินที่กำลังได้รับความนิยมและทดลองใช้มากมายในหลากหลายประเทศ บทความนี้มีวัตถุประสงค์เพื่อนำเสนอหลักแนวคิดของพันธบัตรเพื่อสังคมและความเชื่อมโยงในมุมมองเชิงทฤษฎีของการบริการสาธารณะ โครงสร้างและกระบวนการทำงานของพันธบัตรเพื่อสังคม ประโยชน์และความท้าทายของพันธบัตรเพื่อสังคม พร้อมทั้งตัวอย่างกรณีศึกษาในบริบทของต่างประเทศที่มีการใช้งานพันธบัตรเพื่อสังคม รวมถึงบทวิเคราะห์เพื่อเป็นประโยชน์และข้อเสนอแนะในการประยุกต์ใช้พันธบัตรเพื่อสังคมในประเทศไทย
