The objectives of this research were (1) to study the structural equation model of the ethical leadership in community-based entrepreneurs who joined the government’s Pracharat-blue-flag project from Roi-et and Phetchabun Provinces and (2) to compare two structural equation models of the community-based entrepreneurs between Roi-et Province and Phetchabun Province. The research was the quantitative research that used questionnaires to collect data from community entrepreneurs who registered the Pracharat-Blue-Flag project with Provincial Commercial Offices in Roi-et and Phetchabun Provinces. There were 300 and 190 respondents respectively. Descriptive statistics and the Structural equation model analysis by Partial Least Squares-SEM method were performed. The results showed that (1) the majority of respondents was above 36 years old and the education was below Bachelor degree in both Provinces, (2) the age of the enterprise from the two Provinces was different. The large group of enterprises in Roi-et was below 5 years old while the large group of Phetchabun enterprises was between 6-15 years old, (3) both models of Roi-et and Phetchabun Provinces were very similar, (4) all relationship paths of the models had the significant relationship, and (5) the key factors that explained the ethical leaders consisted of three factors including networking, social responsibility, and environment concern. The research found that the coefficient of determination (R2) of Roi Et model was at 76.3 percent while the R2 value of Petchabun model was at 63.3 percent. It concluded that both structural equation models of two Provinces can be utilized for ethical leadership by focusing on networking development, social responsibility, and environmental concern.
