A STUDY OF HIGHER EDUCATION ADMINISTRATION BETWEEN THE PEOPLE’S REPUBLIC OF CHINA AND THAILAND

The purposes of this study were to 1) study the higher education administration of the People's Republic of China and Thailand and 2) make suggestions to Thailand education administrators on the higher education administration. This research was a qualitative research using documentary research method. The results of the study were: 1) The education administration policies of the People's Republic of China and Thailand were similar. The People's Republic of China organized a decentralized education structure, and a centralization administration at the school level. The People's Republic of China allocated education budget according to the level of higher education administration. The People's Republic of China and Thailand had similar personnel administration policies for higher education. The People's Republic of China had a vertical quality assurance for higher education, and Thailand had a horizontal education quality assurance model. 2) The suggestions of higher education administration in Thailand were: 1. Decentralization of higher education administration to local and 2. Development Quality assurance for vertical and horizontal mixed education assurance.
