THE HARM REDUCTION OF THE NARCOTIC DRUG OFFENSES MEASURES APPLIED AROUND THE WORLD

Abstract

The successful Harm Reduction on Narcotic Drugs Policy must contain 3 important concepts of criminal policy. First, Decriminalization, for example, the search for reasons for not carrying out criminal cases with the commission of small-scale narcotics, such as possession of drugs or patients that require treatment, Second, Drug Liberalization which is the concept of allowing people to use drugs more freely by reducing criminality and prosecution measures. And Third, Drug Legalization which is provided by the amendment of domestic legislation to certify the use of such types of drugs is legal. Considering the practical application of this approach, these three policies could be implemented to reduce violence from the execution of narcotics via many measures, such as, the classification of small offenders from high level offenders, syringe distribution policy, entering the treatment process with methadone, opium and heroin, providing drug consumption room and treatments in prisons. For Instance, many countries such as Switzerland, the Netherlands, Portugal, Germany, Denmark, Canada and Thailand have established regulations regarding the minimum number of people who can possess drugs for non-distribution purposes and addictive as Decriminalization. However, no possession of such type of narcotic drugs is truly liberalized.
