PROBLEM ANALYSIS: THE CONTRACTOR CLAIM PROBLEMS FROM CAUSES OF DELAY IN CONSTRUCTING BUILDING OF OFFICE OF CIVIL ENGINEERING ROYAL THAI ARMED FORCES HEADQUARTERS

Abstract

The purpose of this research were to 1) investigate the causes of delays in the construction of the military buildings of office of civil engineering royal Thai Armed Forces Headquarters; 2) study the problems caused by delays in building construction; and 3) study the methods to resolve problem based on claim by questionnaire from construction projects under Royal Thai Armed Forces Headquarters. The sample was those involved directly in construction namely the employer (Thai Armed Forces Command) and the contractor for 40 persons. Percentage, frequency, mean, and standard deviation were applied to analyze and obtain the results.

The results of research found that 1) the causes of the delay in the construction of the building as a whole were the internal factors include, financial status, personnel, management, planning, survey and design, control of construction, material prices and interest rates, knowledge, ability and experience of the supervisor due to lack of understanding of the regulations, the relevant laws and principles of good construction management. External factors are the main factors that affect the construction environment is construction site is cramped, the machinery is not easy to operate, 2) The problem of the delay in the construction of the building due to pattern and conflict composition. Because what appears in the form and detailed list if there is a conflict or contractor found to be a problem in the construction of the contractor consulted and asked for the opinion of the employer and when approved will be conducting construction, 3) The best advice to solve the problem is that the employer and the contractor should meet to work together to solve the problem. And agree in the same way that in the discussion of both sides must be no bias against each other. Do not boast that who is better must focus on solving the real problem to succeed and break the wall of the problem.
