A STUDY OF FACTORS OF MANAGEMENT SCHOOLS FOR QUALITY OF LEARNER UNDER OFFICE OF THE BASIC EDUCATION COMMISSIO

The purpose of this research was to study the school management factors for learner quality under Office of the Basic Education Commission. Three steps of research methodology were implemented as (1) to review and explore the school management factors for learner quality in documents and related research with an interview of 9 educational experts, (2) to develop indicators of the school management factors for learner quality putting into a five-point scale questionnaire implemented to 60 educational experts for exploring the appropriateness and feasibility of such indicators, and (3) to have a confirmatory factor analysis on the appropriateness by testing out to a sample of 360 schools, under the Office of Basic Education Commission, of which 3 persons for one school, namely, a school director, an assistant director concerning educational techniques and a teacher were respondents. Research results were as follows:
In was found that the school management factors for learner quality of the schools under Office of the Basic Education Commission included leadership, human resource development, team building, organizational analysis and assessment, strategic planning, quality assurance and educational supervisor. All indicators or observed variables of the 8 factors or latent variables of the school management for learner quality of the schools Under Office of the Basic Education Commission were rated as the most appropriate items.
It should be informed that all standardized coefficients from multiple regression analysis showed significant contribution to all factors or latent variables of the school management for learner quality of the schools Under Office of the Basic Education Commission in both the exploratory factor analysis to 60 educational experts and the confirmatory analysis to the 1,080 practitioners of 360 schools.
