The objective of this article is to study policies and strategies for developing human capital for public sector digital administration by analyzing government officer and employee digital skill development. In addition, digital administrative response to the Novel Coronavirus 2019 (COVID-19) pandemic is evaluated. Secondary data indicated that overall human capital development in Thailand remains moderate, as empirical data suggests gaps in government official expertise, including pandemic digital work management, with disparities among government officials. Differences in digital skill accessibility and capacity enhancement between departmental and provincial agencies are clear. This has become a critical issue for public sector organizations for emphasizing human capital development and seeing the workforce as capital for sustainably advancing Thailand according to the Thailand 4.0 strategy.
