Documentary Research to Synthesize the Components of a Strategic Plan for Academic Administration in Secondary Schools

Academic administration is the cornerstone of school management, serving as the primary mechanism for improving student quality to meet curriculum goals and 21st-century educational standards. This documentary research aimed to: (1) examine the concepts, theories, and principles related to academic administration and strategic planning in educational institutions; and (2) synthesize the components of strategic academic administration plans for secondary schools. This study utilized a documentary analysis of 100 secondary sources—comprising 70 Thai and 30 international documents—including books, academic articles, research reports, dissertations, official manuals, laws, and educational criteria. To ensure authenticity, credibility, representativeness, and meaning, the selection and analysis of documents were guided by the criteria proposed by Scott (1990; 2006) and Mogalakwe (2006).
The findings revealed that effective academic administration should be grounded in the principles of quality, participation, and academic integrity. Furthermore, the synthesis identified seven key components of a strategic academic administration plan for secondary schools: (1) formulation of philosophy, vision, and mission; (2) establishment of policies,
objectives, and goals; (3) environmental analysis (SWOT Analysis); (4) formulation and development of strategic alternatives; (5) integration of action plans, projects, and budgeting; (6) strategy implementation; and (7) strategic monitoring, evaluation, and control. These findings can serve as a conceptual framework for school administrators, teachers, and educational personnel to develop effective strategic academic administration plans. Such plans align with the National Strategy, the National Scheme of Education (B.E. 2560-2579), and the Sustainable Development Goals (SDGs 2030), ultimately elevating the quality of Thai education to sustainably keep pace with global changes in the 21st century.
