An Examination of State–Local BusinesS Logistics Management for Vulnerable Populations During Flood Crises in Southern Thailand VIA Digital Platforms

This study adopts a political sociology perspective and was developed in the context of recurrent and increasingly severe flooding in Southern Thailand, where logistics support systems for vulnerable populations continue to rely on multi-level coordination among central government agencies, provincial authorities, local administrative organizations, business sectors, and community networks. This study therefore seeks to critically examine the operational relationship between the state and local businesses under conditions of severe time constraint. It foregrounds the visibility of the specific needs of older persons, bedridden patients, persons with disabilities, and low-income households, who are often relegated to the margins of crisis response.
The objectives of this study are to: (1) analyze the forms and strategies of logistics management employed by state agencies and local businesses to support vulnerable populations during flood crises in Southern Thailand; (2) examine the role of digital platforms as information infrastructures and logistics coordination mechanisms among the state, local businesses, communities, and vulnerable groups; and (3) synthesize success factors, constraints,
and development pathways for state–local business logistics strategies aimed at enhancing the safety and quality of life of vulnerable populations in disaster situations. The study employs online ethnography and qualitative content analysis, drawing on news reports, social media posts, online comments, policy documents, and publicly available digital traces.
The findings reveal that state–local business logistics management mediated through digital platforms is dynamic, complex, and non-linear. The state remains the primary structural actor, while local businesses and informal community networks play crucial roles in territorial access and last-mile assistance, particularly for older persons, bed-bound patients, and low-income households. Digital platforms perform three interrelated functions: a data layer that aggregates and disseminates real-time situational information; a coordination layer that matches needs with available resources; and a public accountability layer that enables citizens to monitor, question, and scrutinize state performance. The study proposes a vulnerability-centered logistics model that integrates institutionalized cooperation, digital information systems, and offline field verification mechanisms.
