The Effective Dual Vocational Administration Model for Institutions under the Office of Vocational Education Commission

Abstract

The objectives of this research were to; 1) study the state and guidelines for developing an effective dual vocational administration model for the vocational education institutions; 2) create and develop an effective dual vocational administration model for the vocational education institutions; and 3) assess the feasibility and usefulness of the effective dual vocational administration model under the Office of Vocational Education Commission. The sample groups consisted of 3 administrators from the model college, 9 experts obtained through purposive sampling, and 306 directors, deputy directors for academic affairs and dual vocational education officers, following the Taro Yamane’s method. The research instrument was a questionnaire, which was examined for its validity and reliability. The results were 4.91 and 0.86, respectively. The data were analyzed by percentage, mean, and Standard Deviation.

The research findings were as follow: 1) The study of the state and guidelines for developing the effective dual vocational administration model for the vocational education institutions yielded two results as follow:1.1 The model college under the study had policies and goals to increase the number of dual vocational students and to produce students with competencies which would satisfy the needs of the enterprises. In addition, the model college organized administration structures, following the dual vocational education management guidelines and it had the similar problems with the early cooperation with the enterprises. 1.2 It was found that the POLC and 5C components management process were recommended to use in dual vocational administration of educational institutions for greater efficiency. 2) The effective dual vocational administration model for institutions under the Office of Vocational Education Commission consisted of principles and rationale, objectives and essence of the model, implementation of the models and conditions for success. The assessment of suitability in overall and individual aspect was at the highest level and; 3) The overall and individual aspect of feasibility and usefulness of the effective dual vocational administration model for institutions under the Office of Vocational Education Commission were at a high level.
