A Study of the Problems in Implementing Internal Quality Assurance in Basic Education Institutions from the Perspectives of School Administrators and Teachers under the Nakhon Ratchasima Primary Educational Service Area Office 2

The objectives of this research were to: (1) examine the level of problems in implementing internal quality assurance in basic education institutions from the perspectives of school administrators and teachers under the Nakhon Ratchasima Primary Educational Service Area Office 2, and (2) compare problems in implementing internal quality assurance in basic education institutions from the perspectives of school administrators and teachers under the Nakhon Ratchasima Primary Educational Service Area Office 2, categorized by school type and school size. The sample used in this research comprised 369 participants from schools under the Nakhon Ratchasima Primary Educational Service Area Office 2 in the 2023 academic year, with three individuals selected per school. These participants included school administrators or acting administrators, heads of academic affairs, and teachers responsible for the internal school quality assurance project. Subsequently, stratified random sampling was conducted based on school types, divided into primary schools and educational opportunity expansion schools, as well as school sizes, categorized into small, medium, large, and extra-large. The research instrument was a questionnaire. The Item-Objective Congruence (IOC) values ranged from 0.60 to 1.00, and the reliability coefficient of the questionnaire was .90. Data were analyzed using percentage, mean, standard deviation, and hypothesis testing through analysis of variance (F-test).
The research findings were as follows: The overall level of problems in implementing internal quality assurance in basic education institutions from the perspectives of school administrators and teachers under the Nakhon Ratchasima Primary Educational Service Area Office 2 was at a moderate level. When considering individual aspects, five aspects were found to be at a moderate level, while one aspect was at a low level. The aspect with the highest mean score was the development of educational management plans focused on quality in accordance with educational standards. This was followed by setting educational standards for institutions, implementing educational management development plans, and evaluating and inspecting internal educational quality, which shared the same mean score. The aspect with the lowest mean score was the preparation of self-assessment reports. The comparison of problems in implementing internal quality assurance in basic education institutions from the perspectives of school administrators and teachers under the Nakhon Ratchasima Primary Educational Service Area Office 2, categorized by school type and school size, revealed statistically significant differences overall at the .05 level.
