THE DEVELOPMENT OF COMMUNITY JUSTICE OF NONGKO SUB-DISTRICT, KRANUAN DISTRICT, KHONKAEN PROVINCE

Abstract

This study purports to examine possible guidelines towards the development of community justice in Nongko sub-district, Kranuan district, Khon Kaen, of which can be established as a piloting model for other community justice centres. The Nongko centre received the award for Excellence in Participatory Governance in 2016. The award is recognised as a way to support and foster public participation and to generate incentives for those who wish to improve and develop administrative governance, following the goals and national strategic plans set out by the government and the Ministry of Justice (MOJ), and to provide, as well as achieve, greater and more concrete public benefits and interest. The proposed framework and guidelines consist of the following aspects: 1) a push towards stricter law implementation and enforcement; 2) establishing and fostering public participation; 3) supporting and facilitating collaboration between MOJ provincial offices and the local community; 4) setting up community justice networks and assigning a community justice committee, of which its majority comes from local representatives rather than state’s authority; and 5) instituting responsible agencies that are legally recognised with a concrete operating framework so as to create positive incentives towards establishing concrete cooperation and relationships between the government and the public at large.
